Given this comprehensive picture of telecommunications, the purposes of this
report are to
- Position telecommuting in the context of telecommunications and
telephenomena, considered broadly.
- Incorporate transportation and telecommunications into a single, unified
policy analysis framework, one that recognizes telecommunications as a
complement to transportation as well as a substitute.
- Present research-based recommendations and options for improving policy to
public officials, business executives, and general civic leadership,
particularly in relation to the use of telecommunications to substitute for
transportation.
